II.2.4) Description of the procurement

As part of the Core Valley Lines (CVL) Transformation programme, Transport for Wales (TfW) will need to undertake a substantial programme of de-vegetation and fencing. TfW in partnership with its Operator and Development Partner (ODP) are currently undertaking surveys to establish the full extent of the works required to enable the CVL Transformation programme. TfW is looking to engage a number of suppliers, under a framework, capable of Vegetation Management and Fencing Works across the CVL network, the City Line and the line to Penarth.

These Works could potentially incorporate the following:

-Vegetation clearance and management to prevent growth within 6m of the nearest running rail to meet standards for electrification, track redoubling and troughing;

-Installation of fencing to maintain railway boundary

Any Framework Agreement / Call-Off off contract will be based on the NEC3 Engineering and Construction Short Contract (ECSC) with some TfW specific Z clauses. If you are not experienced in the use of NEC, it is suggested that you familiarise yourself with this form of contract.

Suppliers will need to be RISQS qualified for the appropriate codes identified in the ITT documents attached to this Contract Notice on Sell2Wales. Where Suppliers do not currently hold the relevant RISQS product codes they will be permitted to bid whilst they are working towards obtaining the relevant RISQS product codes, however must be qualified prior to any potential contract award.

Price List Clarification
We have received a clarification regarding the price list which requires an amendment as follow.

The formula in Tab 3, cell F263 is incorrect. Rather than issue a new price sheet we hereby request tenderers make amend the price list as follows:

Please amend the formula to read as follows: =SUM(F235:F261)+(F3:F228) in lieu of =SUM(F235:F258)+(F3:F228). This amendment ensures that the entire cumulative sum is correct.

Price List Clarification
Hi,
A clarification has been raised regarding a discrepancy in the descriptor of the tree removal. The acronym DBH (diameter at breast height) has been used in sections BA, BB and BC of Tab 3 Schedule of Rates. The use of DBH as a unit of measure is incorrect. The intent is for trees to be measured by girth at breast height.

Therefore, please price all items in sections BA, BB and BC as girth, not DBH. Following submission of tenders the Price List will be amended to read "girth" in lieu of "DBH" to reflect the submitted prices. A schedule of price list amendments made by TfW post return will be issued to all tenderers to confirm.
