Abstract

The 16-25 community mental health service uses recurrent funding secured from NHSE to deliver against its (NHSE’s) long term plan priority of community health. It will be administered by Wakefield’s Mental Health Alliance to adopt an early intervention approach to improve mental health and wellbeing for people aged 16-25 with multiple and challenging needs that the district’s services do not currently meet. The evidence base shows that by intervening at the earliest opportunity a young adult’s trajectory can be altered from a life dominated and adversely affected by mental health services, to one which is more autonomous and empowered.

This service is being piloted with a contract award of a maximum of 2 years, with a review of the service after year one.

Justification for selected award procedure:

Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive

Explanation:

Conexus Healthcare is the GP confederation (groups of GP practices) for all practices in the Wakefield District. Due to the nature of the Primary Care Networks not being legal entities in themselves, the CCG wishes to use this provider with which the CCG has quality assured itself on previously, to hold the funding and subcontract with organisations as and when services are agreed within the PCN and approved by the governance board, which will report into the Wakefield Mental Health Alliance.

Due to timescales involved, the CCG could not assure itself that a fair procurement could be run.
