The NHS Wales Shared Services Partnership, hosted by Velindre NHS Trust are acting on behalf of Cardiff and Vale University Local Health Board wish to appoint a qualified local Hospice provider for inpatient specialist palliative care service for patients with complex needs who need 24 hour, 7 days a week assessment and management by a specialist multidisciplinary team.

Justification for selected award procedure:

The procurement falls outside the scope of application of the Directive


The service provided is unique as only one organisation can provide a hospice inpatient specialist palliative care nursing service for local Cardiff and Vale patients. The authority is applying a 10 day standstill period to allow third sector providers an opportunity to appeal if they believe they have the specialised capability to meet the Health Board’s local Hospice requirements.
