This is a contract for a two year period to facilitate alignment with the national requirements of NHS GP Networks being commissioned to provide this service within their undertaking of the Network Contract Directed Enhanced Service as described within the ‘Investment and evolution: A 5-year framework for GP contract reform to implement The NHS Long Term Plan’ guidance document.

The procurement falls outside the scope of application of the Directive
Explanation:
The technical justification for using the Negotiated Procedure without Prior Publication is that GP Services are required to be delivered from existing infrastructure consistent with the GP services being offered under the national GMS/PMS/APMS Contract. This will both make the service accessible to patients, giving patients the ability to see their existing practitioners, and economically viable based on the limited hours of operation.

Short description of the part of the contract to be subcontracted:
The Contract is being awarded to the GP Federation, Vernova Healthcare Community Interest Company. Its member GP practices will be subcontracted to deliver the services to ensure the appropriate Care Quality Commission Licences are being utilised.

VI.3) Additional information
GP Services are currently provided by 24 GP practices across Eastern Cheshire, under contract from NHS Eastern Cheshire CCG. Funding has been made available to NHS Eastern Cheshire CCG to offer Extended GP Primary Care Services to Eastern Cheshire residents, through pre-booked appointments. These extended services are offered by way of weekday evenings and on a Saturday and Sunday at a central hub location.
All Eastern Cheshire GP practices are members of a local GP Federation. As such, the contracts will be awarded to the GP Federation, using the NHS Standard Contract. This contract will be for the extended hours of operation only and will not include the GP Services commissioned between the hours of 8:00-18:30 Monday to Friday by NHS eastern Cheshire CCG.
This VEAT notice serves both as a transparency notice and a standstill period on our intention to award this contract. If you represent a provider whom believes they can deliver these services please contact Dean Grice via email (dean.grice@nhs.net) to detail any objection to this VEAT notice. Following the 10 day standstill period if the CCG receives no substantiated objections, a paper will be presented to the NHS Eastern Cheshire CCG Primary Care Committee, reporting the award of this contract, using the award without prior publication process as detailed within the Public Contract Regulations 2015.
The standstill period ends on 22.2.2019 at 16:00.

The CCG will incorporate a standstill period at the point of issuing this notice. The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action at the Technical and Construction Court (TCC).
