North of England Commissioning Support (NECS) is a commissioning support service hosted by NHS England and has managed this procurement process for and on behalf of NHS England (North) Cheshire and Merseyside. Under co-commissioning arrangements for commissioning Primary Care services NHS Wirral CCG and NHSE have commissioned a GP practice for patients registered at TG Medical Centre. The contract is for an initial period of 4 years with the option to extend by 2 further 36 Month periods (4+3+3).

II.2.4) Description of the procurement
The procurement is for a contract term of 4 years with the option to extend for a further 3 years and then a further 3 years again after that, all subject to satisfactory contract performance at the discretion of the commissioner. All financial values are in real terms i.e. no inflation is included and therefore financial values are as at 2018/19 values.
NHS England has a set price of 84,63 GBP (88,96 GBP less 4,33 GBP for out of hours opt-out) for the capitation payments per weighted patient. This is equivalent to the General Medical Services (GMS) price. This capitation payment is designed to cover the essential and additional services element of the contract as per the NHS (General Medical Services Contracts) Regulations.
The successful bidder will be eligible for an annual uplift to the set price of 84,63 GBP per weighted patient in line with the national uplift to GMS contracts. This will apply from April 2019.
Patient list sizes will be reviewed on a quarterly basis. For each additional weighted patient in excess of contracted levels the successful Bidder will be paid at the GMS rate applicable at the time less out of hours opt-out. e.g. currently 84,63 GBP. For each weighted patient below contracted levels an equivalent deduction will be made.
In addition to capitation payments the practice will be eligible for DES and QOF payments in line with GMS contractors. They will also be eligible for reimbursement of rent and rates on current premises as per the NHS (General Medical Services Premises Costs) Directions.

The Transfer of Undertakings (Protection of Employment) Regulations 2006 as amended by the Collective Redundancies and Transfer of Undertakings (Protection of Employment) (Amendment) Regulations 2014 (TUPE) will apply to these contracts.
