Abstract

The purpose of this notice is to draw attention to a procurement that NHS Supply Chain intends to commence during the subsequent 45 days.

NHS Supply Chain is currently considering the opportunity of entering into the market for the supply and service of Chemical Wound Debridement Gel. NHS Supply Chain intends to enter into Framework Agreements with supplier(s) of these products/services following this notice should there only be only 1 available supplier.

The Term of this Framework Agreement is anticipated to be 24months with the option to extend for a further 24months. As part of its strategy, NHS Supply Chain anticipates engaging with suppliers of these products/services. If you would like to contact NHS Supply Chain in respect of Chemical Wound Debridement Gel products which are the subject of this procurement, then please contact NHS Supply Chain using the eprocurement messaging centre and register your expression of interest.

The following will be a required in order to be considered for this opportunity:

ISO9001:2015 Current and in date certification for ISO9001:2015 accredited by the United Kingdom Accreditation Service (or equivalent) to cover all segments of the Applicant’s and the product’s supply chain. This should include, but not be limited to, manufacturing, storage and distribution. Commit to obtain ISO9001:2015 will not be accepted. Please refer to SQ_150 Chemical Wound Debridement Gel for location to provide this detail.

Medical Devices Directive 93/42/EEC Evidence of compliance to the Medical Devices Directive 93/42/EEC, Applicants must provide the following 2 forms of evidence: a valid, in date CE certificate issued by a notified body covering the scope of products that are to be tendered for and an EC declaration of conformity covering all product lines. Commit to obtain certificates and/or declarations of conformity will not be accepted.

Please refer to SQ_150 Chemical Wound Debridement Gel for location to provide this detail. Grounds for Exclusion and Minimum Requirements will be sent to interested parties via the eprocurement system.

Any Applicants which do not meet all of the selection requirements set out in the Grounds for Exclusion and Minimum Requirements which must be completed in full; or (2) explain to NHS Supply Chain’s satisfaction why they do not) will be treated as ineligible for the Framework Agreement, their response will not be considered further.

A single use acidic gel product used for topical application to a chronic wound, to help facilitate removal of sloughy and damaged tissue by the means of chemical debridement as an alternative to sharp debridement (the removal of damaged tissue or foreign objects from a wound), followed by standard cleaning and dressing.

Disruption of the biofilm and remove the infection in chronic wounds in up to 60 seconds. By withdrawing water-molecules from the biofilm, the desiccant gel rapidly disrupts the biofilm, pathogens and inflammatory proteins in the wound, aiming to turn chronic wounds into acute wounds. This is an acidic gel that is applied directly on the wound bed for up to 60 seconds. It is rinsed off with sterile or saline water, after which the natural wound healing process will start.

Precise quantities are unknown. It is anticipated that within the first 12 months of the Framework Agreement the value of purchases will be circa £500,000.00 (Cost ex VAT).

The figures for the total estimated value are based upon a 4-year term and builds in any forecasted growth as an estimation. The estimated value over the total Framework Agreement term is estimated to be in the region of £3,000,000 to £4,000,000 (Cost ex VAT).

VI.3) Additional information

The Framework Agreement will be between NHS Supply Chain and the Supplier. Under the Framework Agreement there will be one different method of supply being Non-Direct Contract Products (Transacted)

NHS Supply Chain intends to enter into arrangements under which it will be entitled to purchase supplies which it will make available for purchase by:

1) any NHS Trust;

2) any other NHS entity;

3) any government department, agency or other statutory body (for the avoidance of doubt including local authorities); and/or

4) any private sector entity active in the UK healthcare sector.

Only NHS Supply Chain can order from the framework agreement and enter into contracts under it.

Electronic ordering will be used and electronic invoicing will be accepted and electronic payment will be used.

For the avoidance of doubt and notwithstanding the estimate indicated at II.2.1, NHS Supply Chain does not guarantee any level of purchase through the framework and advises applicants that the framework shall be established on a non-exclusive basis. Tenders and all supporting documentation for the contract must be priced in sterling and written in English. Any agreement entered into will be considered a contract made in England according to English law and will be subject to the exclusive jurisdiction of the English Courts. NHS Supply Chain is not liable for any costs (including any third party costs fees or expenses incurred by those expressing an interest OR participating for this contract opportunity. NHS Supply Chain reserves the right to terminate the procurement process.
