Contract for the Evaluation of the West Glamorgan Transformation Programmes

Description of the goods or services required

The regional West Glamorgan Partnership (‘the Partnership’) has received transformation funding from Welsh Government for delivery of the following two transformation programmes:

- Whole Systems Approach for Primary Care Clusters

- Our Neighbourhood Approach

Swansea Bay University Health Board, Neath Port Talbot County Borough Council and the City and County of Swansea are the three constituent West Glamorgan Partners. These organisations are working collaboratively with the third sector, the independent sector, citizens and carers under the banner of the West Glamorgan Partnership.

It is intended that the two transformation programmes dovetail together to ensure that the Health and Social Care System is able to work together to deliver the Whole System Approach for Primary Care Clusters whilst Our Neighbourhood Approach provides the social care wrap around service.

Tenders are sought from a suitability qualified and experienced Provider to undertake an evaluation of the West Glamorgan transformation programmes.

The City & County of Swansea has been nominated as the Lead Contracting Authority for this tender on behalf of the West Glamorgan Regional Partnership consisting of:

Swansea Council, Neath Port Talbot County Borough Council and Swansea Bay University Health Board (‘the Partners’).

Economic operators interested in submitting a tender can download the tender documents from the eTenderWales portal (http://etenderwales.bravosolution.co.uk) you will need to register with eTenderWales if you are not already registered. Please see below instructions on how to register.

1. Register your company on the eTenderWales portal (this is only required once):

— Navigate to the portal: http://etenderwales.bravosolution.co.uk

— Click the “Suppliers register here” link.

— Enter your correct business and user details.

— Note the username you chose and click “Save” when complete.

2. Express an interest in the project:

— Login to the portal with your username/password.

— Click the “ITTs Open to All Suppliers” link (these are the ITTs open to any registered supplier).

— Click on the relevant ITT to access the content.

— Click the “Express Interest” button in the “Actions” box on the left-hand side of the page.

— This will move the ITT into your “My ITTs” page (this is a secure area reserved for your projects only).

— Click on the ITT code. You can now access any attachments by clicking the “Settings and Buyer Attachments” in the “Actions” box.

3. Responding to the invitation to tender:

— You can now choose to “Reply” or “Reject” (please give a reason if rejecting).

— You can now use the “Messages” function to communicate with the buyer and seek any clarification.

— Note the deadline for completion, then follow the onscreen instructions to complete the ITT.

— There may be a mixture of online and offline actions for you to perform (there is detailed online help available).
