Justification for selected award procedure:

The procurement falls outside the scope of application of the Directive

Explanation:

The procurement is necessary to done at speed due to the current global pandemic which necessitates students' learning to be delivered flexibly in a model never used by the university before. Using another procurement route or provider would pose risk that the project could not be completed in time for the beginning of the next semester. The platform and the associated learning design services have been piloted on one programme and demonstrated that they are able to enable us to do this at pace.
