Extend to 21 May 2021. Contract was novated to Peabody.
VII.2.2) Reasons for modification
Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee
Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:
The current contract is due to end on 20 November 2020. The Council began preparing for the re-tender of this project in April 2019. The proposed tender timetable was to issue the tender documents at the start of April 2020, however, due to the Covid-19 outbreak, it has not been possible to issue the tender as expected. Covid-19 has impacted both the ability of the likely providers of this service to respond to a tender process in light of the challenges they are currently facing, as well as created pressures on ESCC staff who would be conducting the tender. Covid-19 is an unprecedented global pandemic, and the occurrence of Covid-19 together with the consequential impact on this tender process could in no way have been foreseen by the Council or any other diligent contracting authority.
