Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee (Art. 43(1)(c) of Directive 2014/23/EU, Art. 72(1)(c) of Directive 2014/24/EU, Art. 89(1)(c) of Directive 2014/25/EU)
Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:
Extension of the current contracts for 12 months to 31 March 2021. The Covid pandemic is an unforeseen urgency that has had an impact on social care providers, particularly in this front line area. Extending the current contract arrangement for 12 months will allow the market and the authority to undertake a fair and open procurement process to let new contracts for the required services. In the event that circumstances render the proposed 12 months extension and delay in re procuring the services unfavourable, then a further delay may need to be notified.
