Abstract

Cornwall Council is passionate about young people and ensuring that they can access a wide range of high-quality services that support them in a successful transition through adolescence and into adulthood. Support services for young people will deliver key strategic priorities, as specified under the one vision for children and young people partnership plan.

Cornwall Council are seeking to commission one overarching service to deliver a range of universal, targeted and specialist provision to young people aged 11-19 and those up to 25 with SEND in Cornwall. The service model needs to be flexible, adapting to the changing needs of young people.

The Council will commission a lead provider to manage and facilitate a partnership which will offer a flexible service for young people, through working with local community provision. This will ensure that there is a seamless service for young people, who can be supported from their point of access.

Young people will be involved in all decisions that affect them and ensure that they have an active voice. The service will be explicit about children’s rights and ensure children and young people are listened to and able to make informed decisions.

Support services for young people in Cornwall is an amalgamation of four existing contracts: community development; emotional resilience; information, advice and guidance and SEND participation.

Duration of contract: 5-year initial term, with the potential for two extension periods of up to + 3 years and up to +2 years. The contract will commence on 1 April 2021.

Funding available: GBP 935 000 per annum.
