VSS is central to our core business as without it no Vehicle excise duty can be collected. CA own the IPR and exclusive rights to provide this software including upgrades and bug fixes.

The procurement falls outside the scope of application of the Directive
Explanation
CA GEN is the software used for the design, delivery and operation of the legacy vehicles application system, VSS, which in turn supports the other vehicle systems.
VSS is central to our core business as without it no Vehicle excise duty can be collected. DVLA need to ensure continuity of service and these products are critical to maintaining our business as usual service. CA Gen cannot be allowed to run out of support as this is needed to support our core vehicles business until we move away from the legacy platform.
Computer Associates own the IPR and exclusive rights to provide this software including upgrades and bug fixes.
