Abstract

Background and Company Overview.

Network Rail is at the heart of revitalising Britain's railways. Within Control Period 5 (CP5) covering 2014 to 2019, we are investing £34.6 billion on improving and developing the rail network. From multi-million pound schemes, such as the rejuvenation of King's Cross station and the upgrade and expansion of Thameslink, to one of Europe's largest civil engineering projects — Crossrail, we are involved in some of the most ambitious and diverse ventures the UK has ever seen.

The Opportunity.

Whilst Network Rail has a strong internal IT delivery organisation that delivers both capex and opex programmes every year, it recognises the importance and value that strong supplier relationships can bring through innovation, best practice and technology leadership. Network Rail is therefore looking to implement one or more Frameworks to enhance and support the delivery of IT programmes and projects. The goal of establishing such Frameworks is to enhance Network Rail's current capabilities and solutions, renew current & procure new Information Technology Goods and Services.

The purpose of this PIN Notice will be to help inform the Contracting Authority of the current market conditions and assist in developing a strategy for procuring Goods and Services articulated within the Service Model provided. This will include input into the strategy for dividing the Service Model into Lots for Framework(s), Commercial Models and standards within the industry.

We wish to attract a diverse and competitive supply chain that is sustainable for the term of the Framework(s). We therefore want to understand if there are any recognised barriers to participation in procurement events in order that these can be avoided when shaping our requirements thereby providing an attractive opportunity for potential suppliers to engage.

Key Framework Objectives.

1. Supplier Capabilities aligned to Network Rail's IT Services.

Allow Network Rail access to the appropriate market capabilities when required whereby both parties can benefit from the supplier sharing their knowledge, skills and resources to augment our internal capability to meet customer demand.

2. Optimal value for money.

The Framework(s) should provide increased opportunity for suppliers to engage directly with Network Rail through agreed and transparent call-off procedures and provide Network Rail with a broad range of technical options from a range of suppliers.

3. Performance Management.

Visibility of performance across a number of KPIs within; Safety, Delivery, Quality, Relationship, Commercial, Behaviour, Environmental and Social categories. The intention of performance management will be to recognise and incentivise excellent service provision.

—A survey without a briefing day.
