Tenderers must register their expression of interest to gain access to the Invitation to Tender (ITT) pack by completing a Confidentiality Agreement (CA) and returning it to TfW via email to airpso@transportfor.wales

Welsh Government seeks to encourage closer economic, social and political cohesiveness between North and South Wales. North West Wales is physically remote from population and administrative centres of Wales to the south. Moreover, there is a perception of a north-south divide in Wales. Physical and psychological peripherality and isolation are reinforced by poor transport links between north and south. Reducing travel times between North and South Wales is intended to remove these barriers to economic, social and political integration in Wales.
Welsh Government also seeks the generation of positive economic development outcomes for North West Wales. The economic performance of North West Wales is inextricably linked to its position as a peripheral and inaccessible area with poor communications with economic centres in Wales and the UK.
The economic benefits of the PSO air service are intended to be two-fold: improved accessibility enabling the opening up of new markets and encouraging greater investment in North West Wales; and, supporting the tourism sector by improving access to the region.
This PSO route is a direct response to this ambition and seek to meet the following requirements:
a) Diversifying the economy by improving connectivity of Welsh regions;
b) Supporting the development of MEs and entrepreneurships across the country;
c) Supporting balanced development across all Welsh regions, but with a focus on improving market access to and from Welsh Development areas;
d) Improving Wales’ air connectivity directly or indirectly with other parts of the UK and internationally with onward flight connections at Cardiff;
e) Encouraging the tourism sector by diversifying the visitor mix and extending the seasonality of the offer; and
f) Ensure the travelling public (its citizens and guests) receive competitive pricing, safe operations and a good service.
Main site or place of performance is Wales.
This contract is not divided into Lots.
Contract Duration: 48 months
This contract is not subject to renewal.
Variants will not be accepted.
The minimum timeframe during which the tenderer must maintain the tender is 6 months from the date stated for receipt of tender.
This is not a recurrent procurement.
