Minimum standards and qualification required
All those who tender must be a Gent 24 approved Registered System Integrator provider able to maintain the all the various Panels involved.
Maintenance Contractor – This will be the Company awarded the contract to maintain the HDUHB Fire Alarm Systems.
Standard Required:
The successful Contractor will be expected to test and maintain the fire alarm systems for HDUHB properties in accordance with the following standard:
Standard Required: BS 5839 – 1: 2017 series Fire detection and fire alarms systems
In the event of new documentation release, the latest standards must be adopted.
Where the systems do not meet these current standards, the maintenance contractor must inform the HB of the deficiencies. It will then be the responsibility of the HB to arrange upgrades if considered necessary.
If the system cannot be maintained due to obsolete parts it will be the Maintenance Contractor’s responsibility to replace with suitable alternative parts to ensure the system remains serviceable and functional.
For all Health Board planned upgrades or changes to the systems the Maintenance Contractor will be afforded the opportunity to Tender for these works.
Competency

HDUHB has numerous types of fire alarm systems.
It is the responsibility of the maintenance contractor to ensure that their engineers or other contractors employed by them who carry out work on the system on their behalf are competent in the current standards (British Standards, Codes of practice, Healthcare Firecode suite, (this list is not exhaustive) required for undertaking, installation, testing or maintenance of the systems within HDUHB properties.
Maintenance
NB: Notwithstanding the requirements listed below, normal weekly testing will be carried out by HDUHB staff where applicable.
The contractor will be required to fully meet the needs to undertake the maintenance of the systems. Where any works are to take place adequate notice is required (normally 7 days) to be given to the Responsible Person for the system. Maintenance visits should be agreed against each site with a minimum amount of visits to HDUHB inpatient site of no less than 4 per year.
Routine Maintenance should be undertaken during normal working hours, however in some circumstances, testing could be carried out, outside of normal hours if agreed with the Responsible Person and relevant Estates staff
Details of such tests (e.g. silent test etc) must be made known to the Responsible Person for the system so relevant interim safety measures can be put in place by the Responsible Person for the system , and so that Fire Response Team members can be notified. It is the responsibility of the contractor to ensure that relevant fire alarm panels and entrance to the test affected areas display the test type and duration. Providing sufficient guidance information to the users of what actions are to be taken in the event of discovering a Fire. Also the contractor is responsible for informing the users when the test is complete.
The contractor will be responsible for providing and maintaining the fire alarm log books for each site. This log book should be standardised throughout all HB properties, and updated after every visit.
On completion of every Maintenance visit, the contractor will provide a certificate for each panel worked on and a print out log of activity.
It will be the contractor’s responsibility to ensure that there are no faults and that the system is left in a healthy state.
