The Council is seeking Tenders from suitably qualified suppliers for the provision of an IT system for Revenues and Benefits Collections. To incorporate functions:
Council tax calculation and billing;
Manage council tax discounts and exemptions;
NNDR calculation and billing;
Manage discounts and exemptions;
Awards claim processing and payments including housing benefit, council tax benefit, council tax reduction, discretionary housing payments and universal credit;
Collection and recovery of Council Tax, NNDR and overpaid Housing Benefit invoices
Integration with DWP; VOA; RTI; BACS; Finance; Housing management system; Local Land and Property Gazetteer; Revenues and Benefits workflow; EDRM;
Support for self-service enquiries and payments.
In the case of Council Tax and Business Rates there is an expectation that the supplied system will be open and capable of sharing and interoperating with other IT systems
