Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation:
The Council has received late additional funding from Welsh Government TRI funding. Therefore for reasons of extreme urgency brought about by events unforeseeable by the contracting authority as the funding was received late , the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with. Otherwise the Council will forego the allocated funding. These unforeseen circumstances necessitate the awarding of the contract to John Weaver who were procured through a compliant process to undertake Musgrave Engine House Restoration
