The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason:

No individual lot larger than 4 000 000 GBP, several considerably smaller.

A summary of the expected community benefits has been provided as follows:

* Community benefits

Successful contractors awarded to Lots with an individual or accumulative annual value of 1 000 000 GBP + shall be expected to provide a minimum of one Community Benefit, in support of the following Scottish Government National Outcomes:

“We are better educated, more skilled and more successful, renowned for our research and innovation.”

“Our young people are successful learners, confident individuals, effective contributors and responsible citizens.”

The threshold has been set at this value due to the significant variation between lots under this exercise. Community Benefits therefore may not apply to all Contractors working on these MTCs.

Acceptable Community Benefits shall be as follows:

— Work experience/placements for young people or disadvantaged groups*

— Apprenticeships, trainee job opportunities and graduate opportunities targeted at young people or disadvantaged groups

— Up-skilling the existing workforce to meet market needs (e.g. training for existing employees, new entrants or sub-contractor staff) - for example, S/NVQs

— Support to young people e.g. schools visits, structured career events for school pupils or college students, mentoring, mock interviews or assistance with CVs

— Requirements targeted at specific groups (for example long-term unemployed, residents of deprived areas, ex-offenders, recovering drug users) – thus contributing to a reduction in inequality.

— In transporting machines, vehicles and supplies to work sites, the contractor will be required to take steps that:

— Plan routes that reduce the impact to communities as far as possible by avoiding schools, residential areas and other community buildings and built up areas

— Minimise CO2 emissions

It’s important to note that Community Benefits should be things that are done in addition to what would have been done anyway.

The successful supplier will be required to submit an annual return in May each year outlining progress made against the Community Benefits identified.

* Disadvantaged groups might include those that:

(a) have not been in regular paid employment for the previous 6 months; or

(b) are between 15 and 24 years of age or over the age of 50 years;

(c) has not attained an upper secondary educational or vocational qualification or is within two years after completing full-time education and not previously obtained his or her first regular paid employment; or

(d) lives as a single adult with one or more dependents.
