NRW holds a long-term contract with Western Bioenergy Ltd for the supply of biomass products to its plant in Margam, Port Talbot which expires in March 2020. This Framework Agreement for haulage of these biomass products is being procured to service that contract.

Short description of the contract or purchase(s)

Natural Resources Wales (NRW) holds a long-term contract with Western Bioenergy Limited (WBE), which requires NRW to deliver a total of 66,000 tonnes of biomass per year into the Wood Energy Plant in Margam, Port Talbot in order to deliver our contract commitment. Scheduled deliveries are expected on a weekly profile of approximately 1,270 tonnes per week.

NRW intends to offer, by means of mini-competitions, a series of medium-term contracts for haulage services (each for a specified duration, to a maximum 1 year in length). We intend to offer 4 of these contracts as part of this tender pack with a start date of 3rd August 2015 to coincide with the start of the Framework Agreement.

The remainder of the contracts shall be offered through mini competition to the successful framework applicants during the first year of the Framework Agreement. It is likely that Years 2-5 of the Framework Agreement will provide for similar opportunities for contracts relating to similar Forest Blocks and also the potential for occasional short-term contracts, either for individual coupes or for discrete quantities of biomass.

All contracts will be for the movement of biomass materials arising from NRW-managed forests, geographically located within Mid and South Wales.
