Local Enhanced Services are primarily focused on improving the health of patients with complex needs and long term conditions but also includes improvements in immunisations and vaccinations coverage, health checks and other areas of health care. The proposal is for these to be contracted with the Tower Hamlets GP Care Group, which is a GP federation whose members comprise all 37 GP practices in Tower Hamlets. This contractual change will reduce the transactional burden on both the CCG and GP practices. It will also enable a broader population health approach to the management of patients under the enhanced service and support a more collaborative approach to the delivery of care, enabling practices to share workforce during a period where all practices are experiencing significant recruitment challenges.

II.2.4) Description of the procurement
Tower Hamlets CCG are to contract with Tower Hamlets GP Care Group for the provision of Local Enhanced Services undertaken by the 37 GP practices within Tower Hamlets. A procurement process has not been followed as these services can only be undertaken by GP practices that hold the lists of Tower Hamlets registered patients. Tower Hamlets GP Care Group, is a GP federation whose members comprise all 37 GP practices in Tower Hamlets.

The contract will be for 10 months from 1.6.2017 to 31.3.2018 with the possible extension of the contract by 1 year. This contractual change will reduce the transactional burden on both the CCG and GP practices, releasing management and clinical time to focus on the delivery of patient care.

Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation:
The current provision of Local Enhanced Services for patients registered with GP practices within Tower Hamlets, is undertaken by and contracted for, individually with the 37 GP practices that fall within the boundaries of Tower Hamlets. These services can only be provided by the GP practices that hold the patient lists for Tower Hamlets. This means that there is a high transactional burden and fragmented approach to delivery of these services.
Our proposal is to award this contract to the Tower Hamlets GP Care Group, which is a GP federation whose members comprise all 37 GP practices in Tower Hamlets, by use of a waiver under the provisions of the NHS Regulations 2013 and its focus on integration, avoidance of cost duplication and serving the needs of patients. This contractual change will reduce the transactional burden on both the CCG and GP practices, releasing management and clinical time to focus on the delivery of patient care. This will also enable a broader population health approach to the management of patients under the enhanced service and support a more collaborative approach to the delivery of care, enabling practices to share workforce during a period where all practices are experiencing significant recruitment challenges.
