II.2.4) Description of the procurement
This VEAT notice is to support the proposal to vary the Knoll’s General Medical Service Contract to encompass a redundant Alternative Provider of Medical Services (APMS); previously performed at Frodsham Medical Practice. In April 2017 The Knoll were the only bidder to the Frodsham Medical Practice APMS contract; and were subsequently awarded the contract for 5 years. Frodsham Medical Practice and The Knoll Surgery are co-located on the same site and have since merged their patient lists; effectively acting as a single provider of general medical services. NHS West Cheshire CCG’s Primary Care Commissioning Committee have proposed to merge both GMS and APMS in to a single GMS contract. This variation exceeds the 10 % tolerance provided for within the Public Contract Regulations and therefore the CCG is issuing this VEAT notice to fulfil its transparency requirement.

The procurement falls outside the scope of application of the Directive
Explanation:
NHS England tendered for the APMS contract in 2017 to which there was only a single bidder. The award was made to the Knoll Surgery whom also holds a GMS contract. The 2 contracts have effectively been ran as one GMS contract since and therefore for the purposes of efficiency it is proposed the 2 contracts are merged to a single GMS Contract. The redundant APMS contract would not expire until March 2022 and therefore there is no other capable economic provider whom could undertake these services under a single GMS contract at this time without the proposed awarded provider's explicit agreement.

This VEAT notice constitutes a 10 calendar day standstill period. If no challenge is made directly to the commissioner or to the technology and construction court by the expiry of the standstill (4.6.2019) the contract will be varied accordingly and award notice published.
For the purposes of transparency the historic Knoll GMS contract value was 1 196 000 GBP. The value of the redundant APMS contract was 497 000 GBP.
