Jisc is seeking to enter into a contract with Cambridge University Press to provide the opportunity for Jisc members to license the collection of Cambridge Core online resources at discounted rates. Cambridge Core is the main e-book platform of Cambridge University Press, offering user-friendly access to over 34 000 titles with a list value of over 3 000 000 GBP. these titles are available in almost every major academic and professional subject with both back-list and front-list well presented.
The contract will be from 1.8.2019 to 31.7.2020.

The works, supplies or services can be provided only by a particular economic operator for the following reason: procurement aiming at the creation or acquisition of a unique work of art or artistic performance
Explanation:
Cambridge University Press is the sole supplier of Cambridge Core e-books which are online resources of unique content. Jisc is clear that the arrangement falls within the artistic derogation, contained within Regulation 32(2)(b)(iii) of the Public Contracts Regulations 2015, permitting Jisc to enter into the direct award.

Jisc Services Ltd will incorporate a standstill period at the point information on the award of the contract is communicated to suppliers. This notification provides information on the award decision. The standstill period,which will be for a minimum of 10 calendar days, provides time for suppliers to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 article 91 provides for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court(England, Wales and Northern Ireland).
