The Authority is conducting a market interest day that aims to provide early notification of Permanent Joint Headquarters (PJHQ’s) intent to commence a procurement procedure for the re-tender of the Operational Support Capability Contract (OSCC). The current OSCC contract has been in place since 2016 which encompasses 2 contractual years and 2 option years. It provides the PJHQ with a rapid contracting capability to support emergent and urgent operational requirements. It is designed to be an agile contract offering a broad range of goods and services including, but not exclusively infrastructure, facility management, real life support services, logistic support and equipment procurement solutions. The future contract is intended to be a Framework contract with a minimum of 2 suppliers.

The Authority is looking for interested bidders with the ability to deliver the broad range of goods and services required worldwide, in potentially challenging and austere environments (benign and non-benign) whilst meeting rapid deadlines and the security classification for the operational environment in question. Due to the very nature of this contingent capability, the contract will be very reactive and unpredictable in demand to meet the ever-changing operational landscape.

The Authority will provide an outline of the key user requirements of the intended contract during the presentation. The proposed procurement procedure is aimed at selecting several successful bidders that will form a pool of pre-qualified contractors that can then compete and bid for individual task as they arise under the intended OSCC framework. The contract will also have the ability to let requirements single source with pre-approved contractors under this framework as needs may arise. The contract is being considered for let under DSPCR2011 regulations for a duration of 2 to 5 years. Interested parties must be aware that this contract will require contractors to deploy into operational theatres and as such will need to meet the requirements and processes as directed by the Authority to do so.

The market interest day will be delivered at the permanent joint headquarters on the 27.6.2019. Access to this location is restricted and so all interested parties must contact the organiser (JFC-Comrcl-Ops@mod.gov.uk) by Thu 13.6.19 to register their intention to attend in order to gain access to the restricted site. Please clearly state Pre- Market Engagement Day OSCC in the subject field of the email, and please provide attendees full legal name, date of birth, nationality and any security vetting held. If travelling by car, please also include your vehicles registration details. Further details on the location and access will be distributed to those attending closer to the date. Space is limited, and so bidders should be aware that depending on market interest, attendance on the Industry will be limited to 1 or 2 individuals per organisation.

III.1.1)

Main financing conditions and payment arrangements and/or reference to the relevant provisions regulating them

The estimated total contract value is 10 000 000 GBP — 20 000 000 GBP with the potential for individual projects to reach approximately 5 000 000 GBP. Due to the nature of the contract, spend against this contract cannot be guaranteed and may be variable.

In accordance with historical expenditure it is envisaged that spend against future proposed taskings will be in the region of the following;

— infrastructure =70% of total contract spend (approximately 14 000 000 GBP),

— services = 20 % of total contractual spend (approximately 4 000 000 GBP),

— goods = 10 % of total contractual spend (approximately 2 000 000 GBP).

Actual spend will be based on military and operational need and therefore may differ from historical usage.
