The Council is seeking to improve the Council owned Swansea Marina by adding to and improving existing facilities. Swansea Marina is adjacent to an area of ongoing regeneration on the fringe of the City Centre core. The opportunity exists to assist to develop an acceptable specification for a Floating Pontoon Shower – Toilet Pod and possibly a number of Accommodation Pods that are both to be fully serviced with Utilities.

Supply and Installation of Floating Pontoon Mixed Used DDA compliant Toilet/Shower Block Pod to be assembled within Swansea Marina adjacent to existing Pontoon Boating Berths. This will provide a shortfall in these amenities due to an increase in Marina berth occupation. Utility supply and outlets are available in the adjacent Quayside. Pods are to provide incoming and outgoing connections for all Utilities (electricity, potable water supply, pumped foul water discharge). Details of the Pod utility capacities are to be provided and all equipment, fixtures and fittings should comply with appropriate British and European standards in relation Fire, Health and Safety - details to be provided. Fixtures and Fittings are be to a high quality

II.2.4) Description of the procurement
Supply and Installation of Floating Pontoon DDA compliant Accommodation Pods (numbers subject to Financial and Planning conditions) to be assembled within a new area available to Swansea Marina. The Pods are to provide additional accommodation due to the foreseeable demand in usage in the area as a consequence of the regeneration in the nearby City Centre core. Utility supply and outlets are available in the adjacent Quayside. Pods are to provide incoming and outgoing connections for all Utilities (TV, Internet, electricity, potable water supply, pumped foul water discharge). Details of the Pod utility capacity usage is to be provided and all equipment, fixtures and fittings should comply with appropriate British and European standards in relation Fire, Health and Safety - details to be provided. Fixtures and Fittings are be to a high quality. Pods are to have an available outdoor sitting/eating leisure space. Shower and toilet facilities can be within each Pod or on a shared individual Pod with private separation. The Pods are to contain a minimum of kitchenette, 2 person bedroom, living space and outdoor space.

VI.3) Additional information
Swansea Council wishes to find a contractor (s) with whom it will undertake development design liaison, written and verbal communication on specification, architecture and costings on both of the above Lots.
The core aspirations for the project(s), are as follows:
- To review and evaluate commercial proposals to deliver viable and sustainable Pods.
- To assess structural suitability.
- To assess architectural options available to obtain Planning Consent.
- To assess cost effectiveness and obtain budget costs.
- Life span in Marina waters (brackish).
- Companies will be required to evidence their Marine and Structural Design standards.
Any organisation wishing to consider submitting an expression of interest will need to email gordon.randlesome@swansea.gov.uk no later than 5pm on Friday 5th July 2019 with the following information:
- Link to their web site showing their product with an overview of the interested party, previous projects with design types built and that can be built, structural design approvals, utility information, specifications available etc.
- Budgetary information on Unit cost,
- Company telephone and email, name of person for primary liaison.
The publication of this Prior Information Notice is for information gathering purposes to develop an acceptable appropriate architectural marine structurally designed Pod specification that meets both the Clients requirements and to obtain Planning Consent.
Expressions of interest received will not be scored and will not form part of an evaluation process part of this market testing initiative. Tender procedures and documents will be finalised and issued following this supplier development liaison.
This exercise will not be used for the purposes of short-listing at a later stage and non-participation will not restrict access to any Tender opportunity that might follow from this exercise.
Swansea Council reserves the final right to follow what it considers to be the most appropriate approach to market and will not meet any costs incurred by any party in responding to this exercise. Having considered all representations Swansea Council reserves the right to package the requirement in such a way as to offer the most cost effective, sustainable solution.
The date for publication of the contract notice is subject to change depending on the outcome of this PIN notice and market testing exercise
