The Department for Business, Energy and Industrial Strategy (BEIS) intends to appoint the Office for Nuclear Regulation (ONR) for further support to BEIS’s Phase 2b of the Advanced Modular Reactor (AMR) programme covering engagement with Phase 2 AMR vendors. This is an award under S89 of the Energy Act to the ONR. This gives the ONR the framework to charge for their time. Phase 2b relates to interactions between the regulators and the specific technologies being taken forward under Phase 2 of the AMR F&D project.

The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation:
Open competition is not an option as the ONR are the UK’s nuclear regulator and are the only organisation able to provide guidance to prospective Advanced Nuclear Technology Vendors. No other organisation has the authority to comment on nuclear safety and security regulation in the UK.
