II.2.4) Description of the procurement
Suffolk County Council wish to appoint a partner to develop and deliver a new operating model for leveraging care technologies and data to support better outcomes and deliver significant savings for adult social care (and in future across the wider health and care sector). The anticipated budget for the total contract period including any extensions is between GBP 1.000.000 and GBP 75.000.000. The initial contract will last for a period of 3 years from service go-live with the option to extend for up to a further 4 years in a minimum of yearly increments. This contract will be available for use by SCC and any public contracting authorities within the geographical boundaries of the East of England including Cambridgeshire, Norfolk, Suffolk and Essex including but not limited to district and borough councils; other County Councils; Police; Fire and Rescue Services; Ambulance Service, Probation Service; Health Authorities; Voluntary and Community Sector who provide services to the public contracting authorities.

Suffolk County Council incorporates a minimum 10 calendar day standstill period from the point at which information on the award of contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. If an appeal regarding the award of contract has not been successfully resolved: The Public Contracts Regulations 2015 as amended provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules, to take action in the High Court (England, Wales and Northern Ireland) Any such action must be brought promptly).
