This notice gives prior information of a forthcoming procurement process that will establish a successor framework to the existing Southern Construction Framework (SCF4).
The Southern Construction Framework supports construction projects and is available (but not limited) to all public sector clients across South West England, South East England and London. The framework and its predecessors have delivered in excess of £7,000,000,000 of construction work since 2006.
Contractors are invited to join an online Supplier Information Event on 10 June 2022 commencing at 10:30hrs.

The intent is to brief contractors on the positioning of SCF5 in the market, our operating model and to advise on the SCF5 open tender process due to start in August 2022, in accordance with the Public Contracts Regulations.
For the avoidance of doubt, the framework capped value of £4.5bn is intended to allow for exceptional circumstances without the need to re-procure the framework prematurely, for business planning purposes contractors should anticipate a target workload of 50% of the published maximum figures.

Lot 1 (SW England), Lot 2 (SE England) and Lot 3 (London) are the higher value lots for construction works generally in excess of £4m.\n\nBidders can apply for all 3 large value lots as described above and if successful maybe awarded all 3 lots.\n\nLot 4A & 4B (SW England) are for construction works in the value band of £1m to £5m. Bidders may apply for for Lot 4A ad 4B and be awarded both lots.

This framework will be open to all public sector organisations in South West England for construction works from £1,000,000. up to £5,000,000. in value.
By exception the scope may include projects under £1,000,000.
Typical projects will comprise construction of / alterations to schools, college and university buildings, leisure buildings, fire and police buildings, civic offices and facilities, health facilities, charity sector buildings and local government buildings.
The scope may include incidental project related civils works, for example access roads, car parks, multi storey car parks, retaining structures; and ancillary projects to a development.
The contract model will be 2 stage open book to allow collaborative working and early contractor involvement.
The overall spend over the 4 year period commencing 27 April 2023 is estimated to be up to a maximum of £400,000,000.
It is proposed this Lot 4 will be split into 2 geographical regions across SW England.
Indicative Lots:
4A - Cornwall, Plymouth, Devon, Torbay and Somerset
4B - Somerset, Wiltshire, Dorset, Swindon, Gloucestershire, South Gloucestershire, Bristol, Bath NE Somerset, N Somerset, Bournemouth and Poole.

The SCF is a framework operated by Hampshire County Council and Devon County Council and delivers a managed service to local and central government bodies over the geographical areas described above.
The SCF fully embraces the ethos of implementing best practice in frameworks as set out in "Constructing The Gold Standard - An Independent Review of Public Sector Construction Frameworks" published by The Cabinet Office in December 2021, together with "The Construction Playbook", which was launched by the Cabinet Office in 2020 with the aim of making sure the public sector and construction industry work together better to deliver key infrastructure projects.
