II.2.4) Description of the procurement
The Outbound Consolidation project is the first trial of new logistical systems and operating models and is intended to provide lessons learned for later more complex trials. The trial will consolidate outbound delivery of smaller packages of goods from Billingsgate Market that would otherwise require the customer or trader to send a van for collection/distribution. The consolidation will allow individual vehicles from the trial to deliver multiple packages to multiple customers from several traders using a dynamic delivery model.

Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation:
The trial is provided via a tripartite of the City of London Corporation (CoLC), Ford Motor Company (Ford) and DHL. CoLC and Ford have a memorandum of understanding to co-operate in trialling vehicles to enable the CoLC’s ambition of net zero carbon emissions. Ford also have a partnership with DHL and the tripartite formed the basis of the trial. The trial is provided to Billingsgate Market tenants for free, as this was assessed as being a factor in encouraging participation and to learn lessons.
