Acts as NHSBTs single source of truth for supplier information related to EU exit and Covid-19 and allows end users of critical consumables to easily submit weekly stock information.

II.2.4) Description of the procurement
The original 12-month contract (value below OJEU advertising thresholds) was awarded in September 2019 to enable NHSBT to manage EU Exit related supplier and product information/risks. Since the initial award, the scope of the HICX system has been increased to include, from April 2020, Coronavirus pandemic related supplier and product information/risks. The extension of the UK departure from the EU and the advent of the Coronavirus pandemic could not have been predicted at the time of the initial award in September 2019. The HICX software is critical to NHSBTs ongoing management and mitigation of inbound supply risks related to the end of the transition period and Covid-19.
The minimum extension period is 12 months (effective from 26 September 2020) although an option to extend by another 12 months (effective from 26 September 2021) has been secured should the disruption caused by the end of the transition period and/or Covid-19 be further protracted.

The HICX software is critical to NHSBTs ongoing management and mitigation of inbound supply risks related to the end of the transition period and Covid-19.
Procured in line with Public Contracts Regulation 2015 regulation 32 (2)(c) insofar as is strictly necessary where, for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with.
