II.2.4) Description of the procurement
Initial design work undertaken by an external consultant on behalf of the Council during the RIBA Stage 2: Concept Design on the redevelopment of Taff Vale Project.
The Council wishes to procure a multi-disciplinary design team who will continue with design development from Stage 3: Developed Design. During the tender period of the multi-disciplinary design team, the Council will also be procuring the services of an external Project Manager, who in turn will assist in the evaluation and appointment of the multi-disciplinary design team.

Justification:
Rhondda Cynon Taf Council is placing reliance on the accelerated option of the open procedure as an earlier failed procurement process has resulted in the Project timescales and deliverables being extremely tight and therefore an open accelerated procurement procedure is required.
This is in accordance with reference 27 of the Public Contract Regulations paragraph 5 ‘Where a state of urgency duly substantiated by the contracting authority renders impracticable the time limit laid down in paragraph (2), it may fix a time limit which shall be not less than 15 days from the date on which the contract notice is sent.’
