Explanation
The Authority undertook an open procurement process complaint with the Public Contracts Regulations 2015 on 5.5.2017 where no suitable tenders were submitted in response to the procurement exercise. As a result the Authority entered into negotiations with the Provider using the negotiated procedure without prior publication with the Provider, in compliance with the Public Contracts Regulations 2015, ensuring that the conditions of the Contract were not substantially altered.
