Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation:
CITB is undergoing a period of transformation which means that there is a high level of uncertainty and lack of clarity regarding current and future requirements and volumes for certain services. This transformation includes a fundamental root and branch review, and ITB evaluation by Government; this period is likely to continue until mid 2018. Due to this and the extensive transition period required to migrate the existing services to a new supplier in addition to the unknown volumes and therefore overall value of the service, CITB does not believe that any economic operator other than the incumbent can currently provide a competitive solution making any competitive exercise at this point redundant. Should the situation become clearer earlier than anticipated, CITB would expect to undertake a competitive exercise at this point.
