II.2.4) Description of the procurement
The Project is for the Design, Build, Finance, Operation of a crematorium in the Antrim and Newtownabbey Council area. The private sector will be responsible for the creation of (including design, build and finance) the facility and then the operation, management and maintenance of the new crematorium for the duration of the Project Agreement.
The successful tenderer will be solely responsible for the capital expenditure of the construction and start-up costs associated with bringing a new facility of this type to an operational standard. The successful tenderer will also be expected to operate, maintain and manage the services to be provided at the crematorium facility for a 25 year term (after an initial period of time provided for planning, design and construction of the facility).
The Council will not be providing any funding to the successful Tenderer for this contract.
The successful private sector Bidder is required to enter into the Project Agreement with the Council which will include a service level agreement outlining the required minimum standards for the duration of the agreement. The competitive dialogue procedure will be used to procure this project and the finance and payment arrangements will form part of the dialogue process.
