Abstract

The original procurement was concluded through a restricted procedure. A contract notice was published on the Tender Electronic Daily (TED) website directing suppliers to the DFID portal for further details on the opportunity. 147 suppliers registered interest for the opportunity, 7 suppliers were invited to tender stage and 6 suppliers submitted formal technical and commercial proposals. The proposals were evaluated on technical and commercial criteria, and the highest score was achieved by Concern Worldwide (UK). The contract was awarded to Concern Worldwide (UK) for a period of 2 years from 2016 to 2018 for 8 500 000,00 GBP following a Restricted OJEU procurement procedure. The contract was subsequently amended in August 2018, extending the contract duration by a period of 1 month at no additional cost and again in September 2018, when the contract duration was extended by a period of 1 week at no additional cost. The contract included the option to be extended for up to 3 further years subject to continued demand for the services, satisfactory performance by the supplier and available funding. A contract award notice was then published to inform the market that the contract was awarded to Concern Worldwide.

The original contract was awarded to Concern Worldwide (UK) following a restricted procedure in 2016. The original contract value was 8 500 000 GBP. This amendment increased the contract value by 16 856 647 GBP to 25 356 647 GBP and was directly awarded to Concern Worldwide (UK) to ensure continuity of service. This amendment is in line with the options published in the original contract notice.

VII.2) Information about modifications

VII.2.1) Description of the modifications

This costed contract amendment for Building Disaster Resilience in Pakistan increases the contract duration by 24 months, taking it up to 49 months duration in total from start date, within the original advertised duration period of up to 60 months. The financial limit will increase to 25 356 647,00 GBP from 8 500 00,00 GBP, an increase of 16 856 647,00 GBP. This is within the originally advertised budget range of up to 65 000 000,00 GBP. This will see the programme target additional provinces, which will become recipients of disaster resilience capacity building services. This amendment is in line with the duration, term and scope published in the original contract notice.

VII.2.2) Reasons for modification

Need for additional works, services or supplies by the original contractor/concessionaire

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

1) A significant amount of time would be used by new service provider to build relationships with key stakeholders;

2) This has the potential to delay delivery of programme activities and create a gap in our support in disaster resilience in Pakistan;

3) Duplication of inception costs;

4) To continue to deliver disaster resilience building activities, including building community resilience structures, disaster resilient shelters and agricultural resilience in provinces across Pakistan. This amendment has been provided for in the initial procurement documents and does not alter the overall nature of the contract.
