The City and County of Swansea (the Beach Operator) wishes to appoint the Royal National Lifeboat Institution (RNLI) to provide a lifeguard service on beaches within the City and County of Swansea during 2017/18 and RNLI has agreed to do so. Beaches are at Langland, Caswell, Port Eynon and Swansea Bay. The contract shall be for the period 22 May 2017 to 31 March 2018.

The services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
The proposed contractor has been identified by the City and County of Swansea as the only available economic operator with the technical and professional ability to provide the services. The City and County of Swansea is currently considering options for service provision from 2018/19 onwards.
The Council shall observe a standstill period of 10 calendar days commencing on the publication date of this notice prior to entering into the contract.
