Description of the goods or services required
This notice is reserved for organisations wishing to apply for the grant opportunity to establish the manufacturing unit, it is not a procurement notice.
Better Jobs Closer to Home is focussed on coordinating a range of policy interventions, across Welsh Government, to help utilise public procurement and third party expenditure to provide meaningful employment, in communities with high levels of joblessness.
Pilot 1 - Manufacturing, will appoint a social enterprise/supported business to establish a manufacturing operation intended to operate as an Intermediate Labour Market (ILM) within a specific location listed within the specification document.

Additional Information
This is not a procurement process under the UK Contract Regulations 2016, it is a Grant Competition, utilising the advertisement tool that is suitable for procurement.
The Grant competition is reserved to organisations that can demonstrate that they are a sheltered workshop, or those that would be classified under Regulation 20 of the UK Contract Regulations 2016.
It is a one stage process, and consortia bids are welcome to apply for the Grant

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
