II.1.4) Short description
The publication of this PIN starts the market engagement process for Somerset County Council’s (the Authority’s) maintenance services of public-lighting installations and traffic signs and illuminated bollards. The Authority seeks to engage with potential suppliers with an expertise in the successful delivery of similar services and obtain feedback on the Authority’s proposed approach and procurement process.
The Authority intends to put in place a contract to deliver maintenance services of public-lighting installations and traffic signs and illuminated bollards and also facilitates a flexible mechanism for the appointed supplier to identify and implement innovative services, solutions, promote recycling and re-use, and reduce the environmental impact of the services delivered throughout the lifetime of the contract. The new contract will need to support the Authority’s Climate Emergency Strategy and commitment to being carbon neutral by 2030. The Authority hopes to establish new ways of delivering these services to the residents of Somerset, maximising the potential for success for the Authority and the appointed Contractor. At present, all of the Authority's highway lighting activities are delivered through its existing Term Maintenance Contract which is due to expire in March 2024 and will be replaced with the new contract.
The objective of the Authority is to develop a new contract which will deliver the following outcomes:
• A network that is adapted and resilient to climate change with a reduced carbon output, both in usage and maintenance to contribute to the commitment for Somerset to be carbon neutral by 2030.
• A safe, serviceable and sustainable network that is fit for purpose for all users under all conditions and supports the development of the local economy.
• A service based on the intelligent client model that develops and sustains collaborative partnerships that deliver the objectives of all partners.
• A flexible and agile service that attracts and retains the best people and embraces best practice and new technologies to enable innovation.
• A sustainable financially resilient service that adopts robust asset management principles and delivers best value with the resources available.
• Optimised service efficiency and maximised income from commercialisation and external funding.
• A service that maximises social value and provides valuable local opportunities for individuals and businesses.
• An informed community that has high public satisfaction and is engaged and enabled to do more for themselves.
The Authority's current contract will be replaced with a new maintenance service of public-lighting installations and traffic signs and illuminated bollards term maintenance contract.
The estimated contract value is £24,000,000 to £30,000,000 with an initial duration of 8 years with the opportunity to extend for a further 4 years
The total estimated value of the contract may be up to £50,000,000, depending upon highway lighting assets currently owned by the four district councils in Somerset. See Section VI, below.
The Authority is publishing this PIN to inform the market of its future intentions regarding the above and to seek feedback and intelligence from the market to allow the Authority to consider its approach.
The Authority will discuss these high-level commissioning intentions with bidders at one-to-one meetings in November 2022. Suppliers who wish to participate need to register their interest through the listing posted on the Supplying the South West portal to receive the meeting link to be hosted through Microsoft Teams.

II.2.4) Description of the procurement
The Authority's current Highway Lighting Term Maintenance Contract will be replaced with a new Maintenance services of public-lighting installations and traffic signs and illuminated bollards contract to commence in April 2024.
The Authority manages 57,277 illuminated units; this includes streetlights, illuminated signs, and illuminated bollards. Currently 32,685 of the illuminated assets have been converted to LEDs. This is 57% of the total number of streetlights managed by the Authority. Each LED lamp provides a better quality of white-light illumination for road users along with a 57% energy saving compared to the equivalent SON lamp that would have been previously used. They also provide a maintenance saving as LED lamps can be burnt to failure, with an expected life of potentially up to 20 years, rather than having to be replaced every 3-4 years compared with SON lamps. The core activity of the contract would be: to maintain the Authority’s existing assets; electrical and structural testing of the Authority’s existing assets; the replacement of life expired assets; emergency attendance and repairs following road traffic collisions and other damage; providing electrical services to other parts of the Authority; installation of and alterations to illuminated equipment as part of the delivery of New Highway Assets Schemes; working towards the Authority’s Climate Change Commitments by use of modern equipment and techniques.

VI.3) Additional information
This notice is issued by Somerset County Council.
As of April 2023 Somerset’s five councils will be replaced by a single council delivering all council services to communities in the county. Somerset’s County and District Councils are now working together to deliver the new council for Somerset that will bring together existing council services. The five councils will also work with partners, City, Town and Parish Councils and residents to create a new council which delivers for everyone.
As a result of the above, maintenance services of public-lighting installations and traffic signs and illuminated bollards under the direction of the new Unitary Council (with the exception of Property assets) will be included in this contract.
Any contract or contracts awarded as a result of the proposed procurement exercises will be awarded by Somerset Council.
