Short description of the contract or purchase(s)
The Welsh Government are promoting the construction of new infrastructure works at Northern Gateway, Deeside to support commercial development comprising of a new access road connecting the proposed development off Welsh Road on Deeside Industrial Park to the north. The site is located to the north of the River Dee, west of the A494 near Garden City.
The construction works is currently limited to the Phase 1 Infrastructure Works comprising of approximately 0.8 km of single carriageway highway including priority junctions and roundabouts, footways and cycleway links, associated earthworks, drainage, culverts, street furniture, lighting, services, accommodation works, service diversions and environmental mitigation works.
The Infrastructure Works will be subject to a detailed planning application which is currently in progress.
How to find the PQQ: The Pre-Qualification Questionnaire (PQQ) exercise will be conducted through the eTenderwales portal https://etenderwales.bravosolution.co.uk.
Once logged in you must click on ‘PQQ’s Open to all Suppliers’ and the eTenderwales portal reference is: Project_30515 and PQQ_31879.
Click on the title ‘Northern Gateway, Deeside – Highway Infrastructure Works - Phase 1’ to access details of the PQQ.
This will move the PQQ from the ‘Open to all Suppliers’ area to the My home page area.
You will then see the full details of the PQQ in the qualification and technical envelopes along with any relevant documents in the ‘Attachments’ area.

Additional Information
This Contract Notice is for the purpose for submissions of pre-qualification (PQQ) data and all other communications are discouraged. Responses to the OJEU Notice will be evaluated based on the criteria set out in the attachments on the eTenderwales portal and only successful Suppliers following PQQ evaluation will be invited to submit a tender. It should be noted that Suppliers who fail to supply all of the information requested in response to this PQQ Notice will risk elimination from the ITT stage.
It is intended that the Welsh Government will select up to six Suppliers who have scored the best ranking responses to be invited to tender for the Works. It should also be noted that once six Suppliers haves been selected all other Suppliers will rejected and excluded from tendering if their total response score is 2 or more marks below that of the sixth ranking score.
For example: If the sixth ranking Supplier has a score of 70, and the seventh ranking Supplier has a score of 69, then the seventh Supplier will be invited to tender. However, if seventh ranking Supplier has a score of 68, then he will not be invited to tender.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
The successful Contractor shall, as far as possible, be required to populate a Community Benefits Measurement Tool in advance of each and every monthly progress meeting with the Employer.
