Flintshire County Council wish to establish a four year non-binding framework agreement for the delivery of works required for the delivery of disabled facilities grants. The opportunity has been sub-divided into supply of materials for the completion of bathroom adaptation works and completion of adaptation works. This notice relates to the supply of materials. This opportunity is divided into two lots, further details are included at Section II.2. Further information about the opportunity is provided at Section VI.3. The resulting framework will be capable of being used for works to private properties, properties owned or managed by any social housing provider or local authority within North and Mid Wales. The opportunity has been sub-divided into supply of materials for the completion of bathroom adaptation works and completion of adaptation works. This notice relates to the supply of materials. The resulting framework will be capable of being used for works to private properties, properties owned or managed by any social housing provider or local authority within North and Mid Wales.
Applicants should note that, under the Framework, none of the contracting authorities that are entitled to use the Framework shall be under any obligation to do so and that the award of the Framework Agreement will not constitute any guarantee of work.
The Framework entered into will be managed by Flintshire County Council and partners, either current or future, will be entitled to call-off individual contracts pursuant to the Framework Agreement. Any such contract will be held, managed and supervised by the individual partner organisation making the call-off. Those appointed may be required to trade directly with contractors appointed by Flintshire County Council and partners.

Flintshire County Council will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 (SI 2015 No102) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
