II.2.4) Description of the procurement

Design, Construction, Operation, Maintenance and Finance of the predominantly on line 17.7km improvement of the A465 trunk road between Dowlais and Hirwaun from 3 lane single carriageway to dual 2 lane carriageway ("A465 Project"). The scheme includes approximately 2.2km off-line new road construction from Hirwaun to Trewaun; six full movement grade-separated junctions located at Hirwaun, Croesbychan, Baverstock, A470, Prince Charles Hospital, and Dowlais and 111 structures comprising retaining walls, culverts and 35 widened or constructed bridges including 4 large viaducts. The operation and maintenance network will comprise the new A465 trunk road between Dowlais and Hirwaun although inclusion of the operation and maintenance of the A465 trunk road between Abergavenny and Dowlais is also being considered.

II.2.14) Additional information

The Transport Division of the Department for Economy and Infrastructure intends to conduct a market engagement exercise in October 2017 to inform the scoping, approach to and content of the procurement for the A465 Project.

Details of the exercise including how economic operators can participate and relevant deadlines are included in the Market Engagement Briefing Paper, attached to this notice.

Construction is programmed to start at the end of 2019.

The project is primarily on-line widening and will require extensive Traffic Management. The contractor will be expected to make his own TM arrangements.

MIM Arrangements
To clarify. There are 2 separate events relating to the MIM during the week commencing 9th October 2017 each for different reasons and following a different path for registration.

Wednesday 11th October 2017 - A Technical event on the MIM Programme.

Following the event held at Penarth Learning Campus on 23 March, where Ministers introduced the Welsh Government’s Mutual Investment Model this is a follow-up technical event to be held at the SWALEC Stadium to provide more detailed information about the MIM and associated procurement documentation and processes, and provide an opportunity for dialogue. It will cover both procurement of both accommodation and transport projects but will not focus on the particulars of any of the projects in the MIM programme.

Tuesday 10th October and Thursday 12th October – Soft Market Testing Meetings for the A465 HOV Dualling (Dowlais to Hirwaun).

The A465 project team wish to engage the market to inform the scoping, approach to and content of the procurement for the Project. The published PIN includes a questionnaire which respondents have been asked to fill in and submit to Welsh Government. Following receipt of the questionnaires, Transport Division may ask respondents to attend a meeting and/or respond to any clarification in writing in respect of any submitted questionnaire. These meetings will be held on 10th and 12th October at PWC’s offices in Cardiff.

Recording interest in the project in response to the PIN does not enter suppliers into the Soft Market Testing process outlined in the notice. In order to secure a space at the A465 Soft Market Testing Meetings suppliers are first required to submit a completed and detailed questionnaire by the deadline stated in the briefing document attached with the PIN. Transport Division is particularly interested in obtaining the views of those economic operators who are interested in participating in the procurement for the A465 Project including equity providers, tier 1 construction and O&M contractors and consortia thereof. It is not of particular relevance to those further down the supply chain. For those travelling to Cardiff from abroad, Welsh Government will endeavour to allocate meeting slots to accommodate travel arrangements in place.

If, given the level of interest, it is considered appropriate for a further date or dates for meetings to be added, the Welsh Government may seek to organise further dates, beyond the 10th and 12th of October with any additional meetings to take place prior to the end of October 2017.
