Abstract

The works consists primarily of general site preparation, civil works, paving, kerbing, landscaping, lighting, drainage, construction of a new sea wall and street furniture installation. Rhos on Sea is situated on the coastal road between Penrhyn Bay and Colwyn Bay. To the north the coastline is protected by a sea wall/ railing system with the existing footway on the seaward side varying from 1.9m to 3m in width. To the south side of the carriageway is the main shopping centre, with coastal front shops and stores under private canopies to the east and west, heading towards the Rhos Fynach end are commercial buildings, flats, hotels etc. the existing footway varies from 2 to 2.3m in width. The proposal is to provide a parking bay to the (north) seaward side of the carriageway with the introduction of a Shared cycle/ pedestrian footway. Junction improvements will be made to the following off Rhos Promenade; Abbey road, Penrhyn Avenue and Rhos road. The existing zebra crossing will be replaced with a new zebra crossing near the existing zebra location on a raised table top crossing. The existing sea wall shall be taken down to footway level with the remaining structure remaining in place. There are areas to the north where the footway is flush with the top of the sea wall. In these areas a section of wall will need to be taken down below footway level. The Contractor must provide a suitable traffic and pedestrian management system that maintains public access to adjacent properties/ garages and communal spaces at all times unless prior arrangement has been made and agreed with the Client.
