Justification for selected award procedure:

The products involved are manufactured purely for the purpose of research, experiment, study or development under the condition stated in the Directive (for supplies only)

Explanation:

This voluntary ex ante transparency notice relates to the extension of FCDO Services’ existing Global Logistics Agreement (GLA) with Hellmann Worldwide Logistics Ltd. The GLA is being extended by one year to 30 June 2022 under regulation 16(1)(d)(i) of the Defence and Security Public Contracts Regulations 2011.

FCDO Services had planned to launch a procurement process in 2020 for a new logistics contract commencing in July 2021. However, due to the impact of the Covid-19 pandemic, it has become necessary to extend the existing GLA. The pandemic has led to:

(a) volatility in the air-cargo market;

(b) a need for FCDO Services to reconsider the contract requirements in the medium to long term given the climate; and

(c) FCDO Services needing to divert personnel away from the procurement process to restart and recover its logistics operations.

This has meant FCDO Services is not in a position to confirm its service requirements for a new contract. Procuring a new contract in the current climate will cause major inconvenience to FCDO Services and will result in a contract which is not fit for purpose and does not offer good value for money. The total value of the one year extension (GBP 9 million) does not exceed 50 % of the original contract value (GBP 49 million). An indicative timetable for the new procurement is set out in section VI.3).
