II.2.4) Description of the procurement
The Welsh environment and natural resources underpin significant economic sectors including agriculture, fisheries, tourism and forestry and are of importance to other policy areas including health and well-being, energy and infrastructure. In order to develop policies that build social, economic and environmental resilience and to evaluate programme implementation, the Welsh Government requires a robust Environment & Rural Affairs (E&RA) Monitoring and Modelling Programme (MMP).
The aim of this contract is to design, implement and deliver a programme of monitoring and modelling which collects data across key environmental parameters and undertakes analysis informing upon the health and resilience of Wales’ land-based natural resources (including areas of interface with the freshwater and marine environments) and associated flows of ecosystems services.
Duplication must be avoided and the activities, including analytical and modelling, of this programme must be complementary to, and build upon, the activities of others across the monitoring community. The programme will also undertake analysis, including modelling, for the EU exit process and the design and evaluation of programmes delivering to the Natural Resources Policy.

Description of renewals:
The Client reserves the right to extend the contract for a further two years in annual increments of no more than 12 months. Any extension periods will be let in line with the pricing provided at tender stage and the overall contract value will increase in line with the annual value of the original 3 years of the contract.
