Abstract

The main objectives for this project are to improve thermal efficiency, aesthetics, and comfort of the properties as well as to reduce energy consumption and costs for residents. VoG has also identified the following key objectives for procurement of the works. It must: • Deliver value for money. • An important driver for this project is the delivery of significant efficiency savings. The successful bidder will understand the context in which the VoG operates and ensure a competitive cost underpinned by a commitment to the principles of cost avoidance, containment and reduction. • Support continuous improvement. • The successful Bidder must be committed to working with VoG to identify and introduce improvements to the supply of the Works throughout the contract period. The works will be undertaken to fully align with the requirements of PAS2035. The appointed contractor and their contractors are required to be PAS2030 certified and are expected as part of their submission to evidence this. Design packages and retrofit assessments have been produced and agreed with VoG with the aim to achieve net-zero to all properties on this pilot retrofit project. The pilot properties consist of: • Two-storey Block of 16Nr Flats – Peterswell Road, Barry, CF62 7NA. • 4Nr Bungalows – Dudley Place, Barry, CF62 7HY. • 2Nr Semi Detached Houses – Cornwall Road, CF62 9AF. • 4Nr Terraced Houses – O’Donnell Road, Barry, CF63 1RB. Please refer to TD012 for a full pilot works property list. Consultations have taken place with the tenants of the properties who have provided input and approval of design, and renewable energy methods proposed. This consultation was managed by VoG. VoG are looking to appoint a suitably experienced and qualified contractor to undertake the works briefly listed below: General Fabric and Builders Work: • Enabling works. • Utilities works. • Mechanical and electrical works. • Surveys, testing, and commissioning. • Roof replacement works including insulation. • Installation of canopies. • Rainwater goods, fascias, soffits, soil vent, and waste pipe renewals. • Cavity cleans. • Fire barrier installations. • Installation of external wall insulation (EWI) system to the existing fabric. • Soffit extensions as required. • Replacement windows and cavity closers. • Replacement doors (external, flat entrance, block entrance) and cavity closers. • Installation of aluminium flashings, cappings, and window surrounds/pods. • External lighting renewal. • General air tightness improvement works. • Ventilation improvement works (mechanical and natural). • Associated builders, repairs, and making good works including decoration. Renewable and Energy Efficiency Improvement Measures: • New heating system/s via Ground Source Heat Pump (GSHP). • Solar PV including inverter and battery storage. • Positive Input Ventilation (PIV) system. • Waste Water Heat Recovery Shower Systems (WWHRS). • Light bulb upgrades. • Controls, management, and metering systems. Title

Pilot Retrofit Project to 26 Properties

Description of the goods or services required

Additional Information
1) All tenderers should be aware of the introduction of the new PAS 63100: 2024 standard on battery energy storage systems used for dwellings which came into effect on 31 March 2024. See attached. All tenderers are to base their proposals and pricing in accordance with this standard.

2) In line with PAS2030 requirements, all tenderers are to be aware that the following documents will be utilised for retrofit coordination purposes on this Contract. These documents will form part of the Contract documents.
