Abstract

Powys County Council is offering an exciting opportunity for suitably qualified and experienced providers to join its established Dynamic Purchasing System (DPS) for the Provision of Domiciliary Care Services in Powys. This opportunity was originally advertised via OJEU under reference number 2020/S 011-022527 on the 15/01/2020 (https://www.sell2wales.gov.wales/authority/authority_noticestatus.aspx?ID=98870). The DPS is now live and the Council continue to seek further expressions of interest. Providers may apply at any time during the life of the DPS up until 30th September 2030. The purpose of the DPS is to assemble and maintain an approved list of providers for the provision of Domiciliary Care. Providers are required to be registered with the Care Inspectorate Wales (CIW). The DPS will remain open so new providers can complete the PQQ. Following the successful pilot in South West Powys Community Area, the DPS is being rolled out to other areas in Powys. The DPS and Lots within it: DPS for North and South Powys Lot 1: Domiciliary Care, including people with dementia (Town) Lot 2: Domiciliary Care, including people with dementia (Rural) Lot 3: Domiciliary Care, including people with dementia (Remote Rural) Providers who meet the selection criteria will be admitted to the DPS, and when a contract opportunity arises the Council will move straight to the mini-competition phase for individual or grouped domiciliary care packages.

1. Register your company on the eTenderwales portal (this is only required once)

- Browse to the eSourcing Portal: www.etenderwales.bravosolution.co.uk

- Click the “Click here to register” link

- Accept the terms and conditions and click “continue”

- Enter your correct business and user details

- Note the username you chose and click “Save” when complete

2. Express an Interest in the tender

- Login to the portal with the username/password

- Click the “Open Access PQQs” link.

- Click on the relevant PQQ to access the content (PQQ_32708).

- Click the “Express Interest” button in the “Actions” box on the left-hand side of the page.

- This will move the PQQ into your “My PQQs” page. (This is a secure area reserved for your projects only)

- Click on the PQQ code, you can now access any attachments by clicking the “Settings and Buyer Attachments” in the “Actions” box

3. Responding to the tender

- You can now choose to “Reply” or “Reject” (please give a reason if rejecting)

- You can now use the ‘Messages’ function to communicate with the buyer and seek any clarification

- Note the deadline for completion, then follow the onscreen instructions to complete the PQQ
