Abstract

Carmarthenshire County Council wishes to appoint suitably qualified Contractors to deliver responsive maintenance (including emergency works ordered during normal working hours and out of working hours), planned works, adaptation works, call handling to include out of hours, void property works, technical inspections and trade specific works, required for the delivery of property related services within its Housing and Non-Housing Divisions. This arrangement will be a Framework Agreement with multiple Contractors appointed to a number of different trade-specific, geographical and value-banded lots. There are lotting restrictions in place for specific lots, as detailed in the tender documentation. This Framework is for use by Carmarthenshire County Council in addition to any body (whether incorporated or otherwise) which is a subsidiary of or is wholly or mainly owned or controlled by Carmarthenshire County Council. II.2.4) Description of the procurement

The proposed building works within this Lot is of a more complex nature. This will involve void upgrades and improvement works that will be inclusive of, but not limited to, rewiring, heating renewal and plumbing, damp proofing, roof repair, re-decoration, all wet trades, joinery, kitchen, bathroom replacement, chimney works, landscaping, garden/house clearances and cleaning.

This Lot is intended to address works of a non-routine nature and includes, but is not limited to, Carmarthenshire Homes Standard Plus (CHS+) refurbishment, adaptations, conversions, decant work, structural work plus renewable technologies, energy efficiency and decarbonisation work.

Primarily, this Lot will be used for works to single properties where the cost of the works will be between 15,000 GBP and 45,000 GBP. However, this Lot may also be utilised to include the packaging together of more than one void property to a total overall value of between 15,000 GBP and 45,000 GBP.

IMPORTANT TENDER INFORMATION

ETENDERWALES PORTAL - This procurement exercise will be conducted via the eTenderWales portal. To assist you in locating these opportunities on the eTenderWales portal, the project code is: project_54404.

The project comprises of one overarching Qualification Invitation to Tender (ITT), in addition to lot-specific ITTs. To constitute a valid tender, bidders are required to submit one completed overarching Qualification ITT AND a Lot-specific ITT (containing a Technical and Commercial Envelope) for EACH LOT they are tendering for. All tender documents such as the Framework Agreement, Instructions to Tenderers etc. are contained within the overarching Qualification ITT and the Lot-specific ITTs. LOTTING RESTRICTIONS - Tenders may be submitted for one, several or all of the following Lots:

- Lots 1a to 10

- Lots 13a to 17

However, there are restrictions on the number of lots a tendering organisation can apply for in relation to certain Lots, as detailed below:

- Lots 11 – 12 and Lots 18 – 24: Tenderers bidding for these trade-specific Lots cannot bid for any of Lots between 1a-10 and between 13a-17.

- Lots 14a – 15b : Tenderers may bid for one, several or all of Lots 14a, 14b, 15a and 15b but will only be awarded a combination of the Non-Housing Responsive Lots (14a and 14b) OR the Non-Housing Planned Works Lots (15a and 15b). Tenderers are required to specify their preferred Lot(s) should they submit successful bids for all these Lots.
