Abstract

Porthcawl Harbourside CIC is working in collaboration with Bridgend County Borough Council. They are seeking to secure a number of new infrastructure projects along the Porthcawl coastline. A central element of this package will be the construction and operation of Porthcawl Harbourside CIC’s new build ‘flagship’ Maritime Centre on land adjacent to the Porthcawl Marina, known as Cosy Corner. The signature building will meet BREEAM Excellent standard and comprise a mixed use development on five levels. Facilities will include a new ‘Coastal Science and Discovery Centre’, establish the Welsh headquarters and training institute for the Welsh Surfing Federation which will also include a range of health facilities, a nautical theme conference suite for shared use by the Sea Cadets, a range of individual and shared office and meeting rooms to co-locate Porthcawl’s Maritime Organisations and a high quality ‘training’ Café Bar and Bistro in partnership with Bridgend College. A community hub will offer residents and visitors a range of internal and external benefits which will include a new Visitor Information Centre where visitors can access and plan Borough wide activity breaks, community membership lounge facilities, particularly aimed at tackling loneliness. The upper floor will contain good quality residential apartments and the building will be topped off by a high quality restaurant offering views across the coastline along the Bristol Channel. In order to secure the most effective outcomes the company seeks expressions of interest from suitably qualified developers/building contractors to work in collaboration to achieve the best quality/value outcomes. The selection process being used is ‘Competitive Dialogue’ which recognises the input opportunity from the selected company in jointly agreeing the final design. Background

Porthcawl

The town has a resident population of 16,000 - but with over 1 million people living within 45 minutes drive and a large tourism base - this population is boosted significantly throughout the year. Porthcawl is the premier resort on the Glamorgan Heritage Coastline in South Wales. Its sandy Blue Flag beaches, attractive coastline and tourist facilities, together with the burgeoning water sports industry makes it a very popular destination for holidaymakers and day trippers. The town also sits in one of the most attractive parts of the newly formed - Wales Coastal Path.

In addition, the town is home to the world famous Royal Porthcawl Golf Club – but also has two other 18 hole golf courses including Pyle & Kenfig Golf Club and Grove Golf Club. Which again all generate footfall to the town. Other major attractions include the Edwardian Grand Pavilion, which is an Art Deco Grade II Listed Building on the waterfront, attracting over 77,500 visitors last year through a busy programme of performances. Also nearby is Trecco Bay Holiday Park with 8,000 bed spaces, this further adds to the spend in the town.

This vibrant combination has made Porthcawl a focus for a strong events programme - including the Celtic Festival in March, Jazz on the Beach in April, the Splash Up Surfing & Cycling competitions as well as the internationally renowned Porthcawl Elvis Festival. The overall result of this activity is that the residential population of Porthcawl is boosted by over 900,000 visitors a year.

About Us

Porthcawl Harbourside CIC is a Community Interest Company that was established in July 2013. The CIC has a board consisting of nine Directors and advisors who collectively bring an impressive range of UK and international experience.

Ongoing regeneration of Porthcawl is already showing increased visitor numbers and community benefits - this development will build on this trend. It is an integral part of a four phased programme to create a vibrant and versatile Porthcawl Harbour Quarter as an an exciting destination for visitors and residents.

Building on the newly completed Marina scheme, this development is part of a further phased plan by the CIC and Local Authority to transform the area into a bustling and vibrant Harbour Quarter.
