Abstract

From September 2022, the Flying Start programme will be expanded to reach up to 2,500 more children aged 0 to 4 by increasing the Flying Start target areas in every local authority in Wales. To meet this target, Newport City Council is expanding the Flying Start childcare provision in Newport with a particular emphasis on strengthening Welsh-medium provision. The Council are seeking to develop an approved list of childcare providers in Newport which will operate from 1 January 2024 until 31 March 2025. Whilst any provider is welcome to apply, areas of particular interest for are as follows: - Beechwood - Stow Hill - St Julian’s - Lliswerry - Allt-Yr-Yn - Shaftesbury The approved list will operate similar to a Dynamic Purchasing System in accordance with the Public Procurement Regulations 2015. Therefore after the initial tender has been awarded, the invitation to tender will be opened again until 31 March 2025 for current or new providers in market to be able to apply. This requirement is being tendered via etenderwales and further detail as to the requirement can be accessed via PQQ_33488.

Suppliers Instructions How to Express Interest in this PQQ:

1. Register your company on the etenderwales portal (this is only required once)

- Browse to the eSourcing Portal: https://etenderwales.bravosolution.co.uk

- Click the “Suppliers register here” link

- Agree to the terms and conditions and click “continue”

- Enter your correct business and user details

- Note the username you chose and click “Save” when complete

2. Express an Interest in the Project

- Login to the portal with the username/password

- Click the “PQQs Open to All Suppliers” link. (These are Invitation to Tenders open to any registered supplier)

- Click on the relevant PQQ (PQQ_33488 available to access the content.

- Click the “Express Interest” button in the “Actions” box on the page.

- This will move the PQQ into your “My PQQs” page. (This is a secure area reserved for your projects only)

- Click on the ITT code to access the content

3. Responding to the tender

- You can now choose to “Create Response” or “Decline to Respond” (please give a reason if declining)

- You can now use the ‘Messages’ function to communicate with the buyer and seek any clarification

- Note the deadline for completion, then follow the onscreen instructions to complete the PQQ

- There may be a mixture of online & offline actions for you to perform (there is detailed online help available)
