Invitation to Tender (ITT) ArWAP Mapping our Heritage: Phase 2 Commissioning Body: Heneb: The Trust for Welsh Archaeology Funding Body: Cadw Total Value: £30,000 Deadline for Submissions: 09/08/2025 Project Start Date: 18/8/2025 Project End Date: 31/03/2027 1. Introduction Heneb invites tenders from individuals or organisations from diverse ethnic and cultural backgrounds to deliver the second phase of a project funded by Cadw under the Welsh Government’s Anti-Racist Wales Action Plan (ArWAP). This project seeks to identify and record cultural sites of significance to ethnically and culturally diverse communities in Wales, to enhance representation within the Historic Environment Record (HER). This work builds on a successful first year of scoping activity in southeast Wales and is intended to expand and deepen the understanding and documentation of underrepresented cultural heritage across Wales, and to raise awareness of the HER and its contents to people who may not currently use it. 2. Background and Context The Anti-Racist Wales Action Plan (ArWAP) commits the Welsh Government and its partners to taking meaningful, long-term action to tackle structural and institutional racism. Within this, the heritage sector is tasked with ensuring the historic environment record is inclusive, representative, and reflective of all communities. In 2024–25, a pilot project scoped methodologies for engaging with diverse communities and identifying underrepresented cultural sites. This second phase will implement and refine these approaches, ensuring the sites are documented to national HER standards. 3. Project Scope and Objectives The successful tenderer will: • Engage with ethnically and culturally diverse communities across Wales to identify sites of cultural, historical, and social importance. • Document and assess sites against HER criteria, including spatial data, historical significance, and associated narratives. • Deposit data to the HER in line with Guidance-for-the-Submission-of-Data-to-Welsh-HERs-V4-EN.pdf. • Collaborate with local and national stakeholders including HER curators, community groups, and heritage bodies. • Produce a final report outlining methodology, findings, recommendations, and future potential terminology for HER inclusion. • Deliver presentations or workshops as agreed, to share findings with sector professionals and community participants and to take on board new ideas and information. • Identify appropriate funding opportunities to extend/expand the project, e.g. for creative off-shoots and extended engagement. This is an eighteen-month project with phased deliverables agreed in consultation with the commissioning body. 4. Tender Requirements We welcome tenders from individuals or teams with: • A background from a diverse ethnic and/or cultural group, in line with the objectives of ArWAP. • Experience in community engagement, especially with marginalised or underrepresented groups. • Familiarity with the historic environment sector in Wales or the UK. • Knowledge of Historic Environment Record (HER) systems and/or data capture standards (desirable but not essential; training can be provided). • Strong written and oral communication skills, including in digital formats. • A demonstrable commitment to anti-racist practice and inclusive research. 5. Budget The total budget for this commission is £30,000, inclusive of all fees, expenses, VAT, and travel, with the potential for additional funding subject to successful tendering. Payment will be phased based on delivery of key milestones agreed in advance. 6.
