(All information is included in the specification) Background The Ending Homelessness Outcomes Framework (EHOF) provides a clear strategic direction for preventing and ending homelessness in Wales by identifying the desired long-term outcomes and progress towards achieving these outcomes over time. Specifically, the EHOF has been designed to demonstrate the impact of, and progress against, the high-level actions set out in Welsh Government’s Ending Homelessness Action Plan, published in November 2021 and last updated in August 2023 Outcomes are grouped into ‘Strategic’ overarching outcomes and are underpinned by detailed outcomes, reflecting the long-term outcomes for the people of Wales. Aims One Detailed Outcome underpinning EHOF Strategic Outcome 6: Person-centred approach is that “people receive support that meets their individual needs and are treated with dignity and respect”. As a part of measuring progress over time against the framework, the key aim of this work is to understand the experiences of those with lived experience of homelessness, their perception of services and how they were treated. This will include (but not be limited to) the extent to which individuals feel that they were treated with dignity and respect. A key focus of this research will be on the terms ‘Dignity’ and ‘Respect’ themselves. Developing definitions of these terms will be a key outcome of the research, to understand what they mean in the specific context of homelessness in Wales. These definitions should encompass what dignity and respect mean to individuals, and what they ‘look like’ in relation to their engagement with services whilst experiencing homelessness. These will be broad and open definitions, derived from the key themes drawn out from the actions that individuals report having experienced. It may be that this will be split into positive and negative responses on when individuals felt they were, or weren’t treated with dignity and respect, and the actions/behaviours/context that they report made them feel this way. The research will also clarify which services individuals have engaged with or wished to engage with but were not able to, along with their perceptions of what the barriers or enablers to engagement with those services were. The research will be conducted over a single phase, with all activities taking place within a single and concurrent fieldwork period. 3. Requirement The research will involve engaging with individuals with lived experience of homelessness through a variety of methods. At a minimum, these methods should include an anonymous survey, individual interviews, and focus groups. This is to allow potential participants to have several options in how they engage with the research, to reduce the likelihood of them encountering barriers to participation. The bidder is encouraged to suggest specific formats of research activities that they believe will be the most effective and appropriate for this work, including justification for these choices and explanations of how these choices will minimise barriers to participation. It is anticipated that access to individuals with lived experience will be supported and facilitated by third sector organisations. Welsh Government will be able to provide some initial contact information for some of these relevant organisations, but bidders are encouraged to outline their own plans for access and relevant existing relationships. Given the sensitive nature of this research, and the vulnerable participant group, the bidder should outline their ability to deliver this work in a safe, and trauma informed way. This should include safe guarding measures, as well as previous experience using trauma informed research methods. It is encouraged that Shelter Cymru’s peer researchers are considered to support this work in delivering some of the fieldwork, particularly the one to one interviews.
